Data/GIS Specialist Highlands Resilience Platform for Adaptive Learning (R-PAL) Addis Ababa Ethiopia

Project Summary:

The USAID-funded Highlands Resilience Platform for Adaptive Learning (R-PAL) will support adaptive learning research and collaboration with implementing partners and USAID/Ethiopia to facilitate joint action planning enable adaptive management practices and allow for evidence-based decision-making in the Ethiopian Highlands. R-PAL will directly support assess and collaborate with USAID’s Transitioning into Graduation through Enhanced Resilience (TIGER) Project a $740 million project consisting of multiple resiliency food security and livelihood activities with multiple implementing partners. Support provided under R-PAL will include assistance in implementing collaboration adaptation and learning (CLA) activities with USAID’s implementing partners and mission staff; rapid assessments; research and evidence generation synthesis and communication; and capacity building to help USAID’s partners improve and scale their activities.

The project counts with four objectives: (1) Collaboration and coordination with implementing partners (2) Investments informed by learning evidence and research (3) Adoption of adaptive management processes based on evidence and research and (4) Early adoption and scaling of innovative programming based on rigorously tested approaches.

Position Summary:

MSI Seeks a Data and GIS Analyst who would be expected to turn data into information information into insight and insight into support to organizational decision-making. The Data and GIS Analyst will report to the Director of Research and Learning (DRL) to support RPAL’s research and learning support to USAID partners in the Highlands. The candidate should have experience with cleaning processing and analyzing quantitative data; visualizing and analyzing geo-spatial data; merging GIS data and analysis with structured data sets; and should be able to lead on data management and ensure that all data are properly documented and stored. The Data and GIS Analyst is expected to conduct full lifecycle activities to include working with the DRL and other staff to develop analytical designs and plans for reanalysis of TIGER partner data create data visualizations and maps for various dissemination outputs (e.g. reports briefs social media) and support the incorporation of geo-spatial data into R-PAL research and learning tasks. The candidate will work with the senior technical staff other data analysts and the broader R-PAL team to improve collective impact of USAID’s TIGER partners in the Highlands. This is a long-term assignment based in Addis Ababa.

Responsibilities:

  • Data Quality and Cleaning: Contribute to ensuring the quality of information being collected from TIGER implementing partners and others; conduct complex data joins to bring together datasets from a variety of sources (GIS and non-GIS); and review data for outliers anomalies and other quality issues.
  • Support and lead the development of codebooks and meta-data.
  • Data Analysis: Analyze quantitative data using a reproducible research workflow.
  • Prepare data visualization to facilitate public presentation of data findings to include in both external and internal reports.
  • Create maintain and improve data visualizations and cartographic products in printed formats using technologies such as ArcGIS or QGIS.
  • Support the implementation and dissemination of research (basic applied research empirical methods QCA Social network Analysis) in the Ethiopian Highlands region.
  • Support the translation of research into fit for purpose data informing diverse sets of audiences.
  • Provide input to the DRL and other R-PAL team members on how to incorporate geo-spatial data into R-PAL and TIGER partner activities.

Qualifications:

  • Master’s degree in Social Sciences (Economics Sociology and Political Science etc.) Information Management Statistics or related field.
  • Minimum five (5) years of experience as a Data Analyst ideally involving some geo-spatial statistics.
  • Experience conducting background research and synthesizing information.
  • Knowledge of statistics and experience using statistical software or languages for analyzing large datasets (e.g. python R Stata).
  • Strong analytical skills with the ability to collect organize analyze and disseminate significant amounts of information with attention to detail and accuracy.
  • Adept at queries report writing and presenting findings.
  • Familiarity with international development projects required. USAID experience preferred.
  • English language fluency and some knowledge of other local language preferred.
