To provide strategic support to planning, implementation, monitoring and reporting of the education in emergencies programme of UNICEF Ethiopia. If you have the required profile, you are highly encouraged to apply. Taking up this assignment is motivating and rewarding.

How can you make a difference?

Specific Tasks

Under the oversight of the Chief Education (P5), the post holder will:

  • Coordinate the Government of Netherlands-funded programme – to support the education of displaced children in Ethiopia
  • Development and Monitoring of partnership agreements with civil society partners;
  • Monitoring the implementation of those partnerships including through field visits and report writing;
  • Developing high quality Donor Reports and Communication with the donor and government partners;
  • Monitoring programme implementation and budget utilization.
  • Advising and supporting coordination on the overall direction, strategy, implementation and reporting of the education humanitarian programme (refugees, IDPs) as well as the host communities and the development-humanitarian continuum
  • Developing high quality Donor Reports and Communication material across all donors and government partners;
  • Engagement with the Ministry of Education on humanitarian programmes needs and joint strategy development.
  • Strengthen the Education Cannot Wait Grantee role, which will include:
  • Supporting the inception period and preparing the inception report in consultation with Save the Children, Ministry of Education and other partners and donors, Programme Coordination Unit and the Education Cluster,
  • development of calls for proposals and selection of partners to implement the programme
  • Support for the Government of Netherlands skills development programme (Refugees, IDPs and Host Communities) design and implementation, as well as coordination with education authorities, in coordination with the Adolescent Development Specialist and field offices.
  • Develop the education component of the Multi Annual Country Programme (MACP) including Results-Framework, Theory of Change and budgeted activities.
  • In collaboration and coordination with the Refugee Education Specialist based in Addis Ababa provide support for the Refugee Education Programme, including:
  • Participate in the development of sectoral work plans and ensuring they reflect UNICEF contribution as part of the coordinated support of external partners to national efforts to achieve education related SDGs and technical decisions as well as for project management, implementation and monitoring
  • Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme and management, identifying lessons learned and using knowledge gained for development planning and timely intervention to achieve project goals
  • Conduct program monitoring to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or referring to relevant officials for timely resolution
  • Contribute to the preparation of programme reports to donors and other partners to keep them informed on program progress and critical issues
  • Collaborate with Communication and Programme Communication groups to develop effective communication strategies, implementation plans and material for maximum communication impact and outreach to promote awareness, establish partnerships and alliances for sustainable results and support fund raising for UNICEF and Country Office education programmes

  • Coordinate the strategy development of the Flagship design and structure for the new CPD.


The above tasks will be undertaken under the supervision of the Chief of Education and in a collaborative manner with several colleagues working in the area of education in emergencies within the UNICEF Learning and Development Section of UNICEF. The tasks will also be carried out in strong collaboration with partners including the Ministry of Education, ARRA, UNHCR and others and in close consultation with donors.

Expected Deliverables

  • Minutes of meetings with the Ministry of Education on humanitarian programmes needs and joint strategy development.
  • Strengthen the Education Cannot Wait Grantee role:
  • Inception Report Outline, desk review and workshop/meeting reports
  • Calls for proposals completed for selection of partners to implement the programme
  • Support for the Government of Netherlands skills development programme (Refugees, IDPs and Host Communities) design and implementation, as well as coordination with education. authorities, in coordination with the Adolescent Development Specialist and field offices.
  • Education component of the MACP including Results-Framework, Theory of Change and budgeted activities.
  • Provide support for the Refugee Education Programme, including report and proposal writing.
  • Refugee-inclusive education-work plans developed at federal, regional and woreda levels
  • Monthly programme monitoring reports and minutes of partner review meetings with clear action points
  • Quality and timely donor reports
  • At least six communication material (HIS, case studies, newsletters etc.)
  • Documentation of best practices, lessons learns and challenges in UNICEF’s refugee education programming
  • Quality grants proposals and concept notes

To qualify as an advocate for every child you will have…

  • An advanced university degree (Masters degree) in a subject area relevant to emergency programming, education, primary education, teacher training or social sciences
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • A minimum of Five [5] years of relevant professional experience in the area of education, emergency programming and/or education programme management.
  • Relevant work experience with UN and/or NGO, including programme and budget management.
  • Experience of working with Government Partners in planning, implementation and monitoring of education programmes and budgets;
  • Experience of managing grants and communication and coordination with donor organisations
  • Experience of working in the education sector in Ethiopia including capacity building of education partners.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
