Gender & Inclusion Specialist Highlands Resilience Platform for Adaptive Learning (R-PAL) Addis Ababa Ethiopia

Project Summary:

The USAID-funded Highlands Resilience Platform for Adaptive Learning (R-PAL) will support adaptive learning research and collaboration with implementing partners and USAID/Ethiopia to facilitate joint action planning enable adaptive management practices and allow for evidence-based decision-making in the Ethiopian Highlands. R-PAL will directly support assess and collaborate with USAID’s Transitioning into Graduation through Enhanced Resilience (TIGER) Project a $740 million project consisting of multiple resiliency food security and livelihood activities with multiple implementing partners. Support provided under R-PAL will include assistance in implementing collaboration adaptation and learning (CLA) activities with USAID’s implementing partners and mission staff; rapid assessments; research and evidence generation synthesis and communication; and capacity building to help USAID’s partners improve and scale their activities.

The project has four objectives: (1) Collaboration and coordination with implementing partners (2) Investments informed by learning evidence and research (3) Adoption of adaptive management processes based on evidence and research and (4) Early adoption and scaling of innovative programming based on rigorously tested approaches.

Position Summary:

MSI is seeking a Gender and Social Inclusion Specialist with experience in international development projects. The ideal candidate will have at least 5 years of experience in ensuring gender and social inclusion are appropriately addressed in development projects and data collection efforts. This position will ensure that R-PAL’s CLA support is gender sensitive and inclusive across multiple demographic dimensions. The Gender and Social Inclusion Specialist will report to the Direct of Research and Learning to support re-analysis of TIGER partner data design and implementation of research-related tasks ensure R-PAL’s AMELP is appropriately gender sensitive and inclusive and provide input on capacity building to promote gender and inclusion across R-PAL activities. This is a long-term assignment based in Addis Ababa.

Responsibilities:

  • Lead the design and implementation of a gender assessment of TIGER partners and USAID Highlands activities.
  • Work with the Chief of Party and Director of Learning & Research to ensure that gender and social inclusion issues are appropriately addressed in all CLA monitoring and evaluation capacity building activities R-PAL’s AMELP and other R-PAL research activities such as re-analysis of partner data.
  • Assist in designing data collection instruments to ensure they are sensitive to gender and social inclusion issues.
  • Review monitoring and evaluation plans of USAID implementing partners to ensure they are responsive to gender and social inclusion concerns.
  • Support R-PAL’s collaboration efforts and associated staff to find ways to incorporate gender and social inclusion.
  • Support analytical tasks to highlight gender and social inclusion and prepare analyses and written reports.

Qualifications:

  • Master’s degree in a so cial science development studies or related field preferred. Bachelor’s degree required.
  • 5 years of direct experience working on issues of gender and social inclusion in Ethiopia experience in the Highlands region preferred.
  • Experience designing and implementing qualitative and quantitative data collection efforts and analyzing and reporting data through a gender and social inclusion lens.
  • Familiarity with donor-funded food security re silience and livelihoods activities preferred.
  • Experience with USAID preferred.
  • Fluency in English with excellent written and oral communications skills.
