Organ: The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies strategies and programmes as well as technical cooperation activities to promote digital inclusion and drive digital transformation at community country and regional levels. To effectively and efficiently serve the needs of ITU members BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

Organization Unit: The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel strategic financial and operational planning and reporting processes. The department oversees the work of the Regional Offices ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC) the Telecommunication Development Advisory Group (TDAG) or Council and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

Duties / Responsibilities

UNICEF the UN agency with a specific focus on children and young people and ITU the UN agency with a specific focus on ICTs and connecting every person in the world have launched Giga a global initiative to connect every school to the Internet and every young person to information opportunity and choice. Connect2Recover is a global ITU initiative that aims to reinforce the digital infrastructure and ecosystems of beneficiary countries. Connect2Recover seeks to facilitate action for affordable and reliable connectivity as part of COVID-19 recovery strategies. For the work in Africa Giga and Connect2Recover is now expanding the team with the addition of a Project Officer. Under the supervision of the Senior Advisor in the ITU Regional Office (RO) for Africa (in coordination with Connect2Recover Project Manager) the incumbent will assist in the development and organization of activities and products relevant to Giga and Connect2Recover in Africa. This includes daily activities to engage with those countries that have already joined the initiatives and conduct outreach to other countries stakeholders and partners. The incumbent will perform the following activities on a daily basis:

  • Carry out ICT data and technology research for the continent and especially in the target countries.
  • Conduct research on regulations and policy pertaining to the expansion of connectivity in the target countries taking into account the ITU GSR Best Practice Guidelines ITU Regulatory Tracker Digital Regulation Handbook and other relevant resources.
  • Support modeling of connectivity needs in the target countries.
  • Identify most feasible technology solutions that can be used for affordable broadband connectivity in different areas of the target countries (both national backbone and access network).
  • Identify specific issues that might have any potential adverse impact on connectivity in the target countries (e.g. access to international gateway spectrum pricing infrastructure sharing rights of way etc.).
  • Support and develop national broadband networks planning / policies and deployment in the target countries.
  • Support the mapping of terrestrial transmission networks and school connectivity work across the region.
  • Create datasets in Excel with information on mobile coverage and other ICT infrastructure (e.g. fiber microwave IXP satellite earth stations etc.) in the target countries.
  • Assist with handling cleaning and analyzing school location and connectivity data.
  • Assist in preparing Request for Proposals for implementation of connectivity solutions in target countries including identifying local vendors preparing for procurement of equipment and successful implementation.
  • Contribute to planning and organizing physical and virtual meetings related to Giga and Connect2Recover.
  • Prepare reports and status updates and maintain country related data for the target countries.
  • Provide support to engage with government bodies telecom and satellite operators and other relevant stakeholders.
  • Perform any other duties as advised by the supervisor.

Giga and Connect2Recover target countries in the region are in sub-Saharan Africa. Concrete deliverables:

  • Feasibility study of technology solutions that can be used for broadband connectivity in different areas in the target countries.
  • Report on gaps challenges and bottlenecks for connectivity in the target countries.
  • Report on the regulations and policy that enable or impede the expansion or improving resiliency of connectivity in each of the countries.
  • Technical input to connectivity models in the target countries.
  • Technical input to national broadband networks planning and deployment and to the mapping of terrestrial transmission networks.
  • Technical input to the planning and organization of meetings related to the Giga and Connect2Recover.
  • Technical input to progress reports annual work planning and budgets for internal use as well as for donors partners and other stakeholders.
  • Datasets in Excel with information on mobile coverage and other ICT infrastructure relevant for Giga Africa and Connect2Recover implementation.
  • Maintenance of updated lists of key government bodies telecommunication and satellite operators and other relevant stakeholders in the target countries and the continent as is relevant for Giga and Connect2Recover implementation.

An initial outline of the studies and reports listed is expected at the end of Month 1 of the consultancy with progress reports at the end of each month (Month 2 Month 3 Month 4 Month 5) with the final validated versions submitted at the end of Month 6. Items under the other are expected throughout the duration of the contract as the work progresses in the countries and for Giga Africa as a whole.

Qualifications required

Education: Advanced university degree in telecommunication computer science business administration management of information systems or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.

Experience: At least five years of progressively responsible experience in the area of the field including at least two at the international level. A Doctorate in a related field can be considered as a substitute for two years of working experience. Experience within (or previous work coordinating with) ICT government bodies.

Languages: Fluency in English at advanced level is required. Good knowledge of French is seen as an advantage. Knowledge of a third official language of the Union (Arabic Chinese French Spanish) would be an advantage. (Under the provisions of Resolution No. 626 of the Council a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union their applications may be taken into consideration.)
