The Opportunity

The Monitoring Evaluation Reporting and Learning (MERL) Coordinator is responsible for the technical leadership and guidance of monitoring evaluation reporting and learning activities in the project ‘Joining Forces to Protection Children from Violence during COVID-19’ which will be implemented in five countries (Senegal Mali Ethiopia Kenya and Uganda) across three years (2020-2023).

The project is funded by the EU and is implemented by a consortium of the six biggest child focused agencies Child Fund Alliance Plan International Save the Children International SOS Children’s Villages International Terre des Hommes International Federation World Vision International

The MERL Coordinator is responsible for technical leadership and guidance of monitoring evaluation reporting and learning in the context of project implementation.

You will oversee and ensure that country-based information is fed into the overall project framework to allow results-based monitoring and establish and maintain a coherent monitoring approach across the five countries together with the country-based MERL specialists of the different consortium members.

You will also be responsible for overall knowledge management and documentation of best practices and lessons learnt from the project supporting and strengthening the projects country teams and providing technical support to the MERL staff of country leads and implementing partners.

Typical Responsibilities:

  • Developing guidance for project M&E system set up and supporting country teams to adapt to their context and to set up and implement
  • Developing guidance for project baseline & needs assessment mid-term review and end-line assessment and supporting country teams to adapt to their context and to prepare and implement
  • Developing/updating standard tools for monitoring project indicators into a toolkit and training country teams and consultants to apply consistently
  • Developing and maintaining an effective information database on the project for beneficiaries and participants providing resource and necessary support for program inputs and outputs
  • Training staff of country teams on MERL systems tools and strategies including feedback and complaints activities and learning strategies.
  • Performing regular visits to project implementation areas to support country teams in MERL activities

  • Supporting country teams to interview and select external consultants to conduct project baseline & needs assessment and end-line assessment
  • Supporting country teams to facilitate implementation of project baseline & needs assessment & needs assessment mid-term review and end-line assessment
  • Ensuring quality control of data and information collected through the ongoing review of country level data collection processes and MERL systems
  • Analysis and feedback on quarterly and annual country level reports
  • Analysis and feedback on country level baseline assessments needs assessments mid-term review and end-line assessment reports
  • Supporting the Project Manager to consolidate quarterly and annual country level reports into global report and logical framework with progress of indicators against targets
  • Supporting the Project Manager to consolidate results of country level baseline assessments needs assessments mid-term review and end-line assessment reports into global report and logical framework with final achievement of indicators against targets
  • Organising and ensuring all data collection for the capitalization of lessons learned and good practices identified in the context of the project implementation;
  • Developing guidance and supporting country teams to organise lessons learnt and knowledge sharing workshops and learning exchanges for effective project performance improvement
