National Adaptation Planning Project Lead

Reporting to the Country Representative the National Adaptation Planning Project Lead will play an important role in leading the GCF NAP project for implementing NAP-ETH as per the project outcomes and deliverables in compliance with the GGGI’s policies procedures guidelines rules and regulations of the organization.

PURPOSE

  • Leads and implements programs or projects including budget project monitoring and evaluation and project models that align with national development priorities;.
  • Compile through research case studies and other illustrative materials that give practical guidance to identify specific project initiatives where green growth can be most effectively illustrated;
  • Apply institutional strategy (“GGGI Strategic Plan 2030”) and country engagement strategy (“Country Planning Framework”) to the design and development of yearly program plans and activities for the alignment with GGGI core values and corporate priorities and formulate the Country planning framework.
  • Lead the development of result reporting of program activities internally and externally

ENGAGEMENT

  • Initiate and create stakeholder engagement and strategic relations building with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage “client” expectations.
  • Builds support and understanding working closely with national counterparts for application of green growth in development planning;
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders;
  • Advise GGGI on opportunities for engagement in the national context demonstrating effective adaptation of the GGGI approach
  • Engage with other country teams units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”

DELIVERY

  • Understand the NAP-ETH project cycle lead and organize analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the workplan and project cycle;
  • Assess delivery issues and work with national counterparts to build common understanding and coordination on project activities to ensure attainment of objectives against established timeframes.
  • Conduct a desk review in relation to Ethiopia’s NAP and key documents reports strategies policies regulations and legislations related to implementation of the NAPs particularly in adaptation areas and collect necessary information and data from the Government and agencies and official statistical sources;
  • Produce i) full technical reports and summary reports (i.e. policy document recommendation for next steps for implementation as well as identify barriers and data gaps) in key sectors of the NAP-ETH and areas of intervention that are relevant to climate change; and develop additional potential contributions and measures from sectors.
  • Present findings of the assignment to workshops and consultative events which will include both internal or external stakeholders.

EDUCATION QUALIFICATION

  • The expert will preferably have earned a postgraduate degree in law economics public policy international development or a related field and at least 8 years of experience in helping government agencies prepare and implement Green Development and Climate Policies and experience in climate change Adaptation areas. Fluency in and strong command of English are required.

The candidate interested in this position should demonstrate:

  • Solid knowledge and track record in relation to Climate Change and NDCs issues such as adaptation mitigation climate financing GHG inventory international climate change dialogue MRV NAP-ETH NDC etc.;
  • Solid understanding of legal and institutional framework of Ethiopia’s NAP NDCs such as key national stakeholders for implementation of NAP-ETH including regional institutional set up;
  • Previous experience in analyzing and preparing climate change projects i.e. mitigation and adaptation measures;
  • Ability to produce high-quality concise clear and structured reports;
  • Significant work experience and network in Ethiopia;
  • Experience working for/ with international institutions and familiarity with their policies and procedures; and
  • Effective team player communications (oral written) such as communicating technical concepts to non-technical audience and analytical competencies.

  • High level of attention to detail and accuracy.
  • Strong and matured interpersonal skills and proven ability to work with multi-cultural teams.
  • Ability to work well under pressure and have a flexible approach to tasks given.

INTRODUCTION

In 2017 the Government of Ethiopia (GoE) developed Ethiopia’s Climate Resilient Green Economy National Adaptation Plan (NAP-ETH). The NAP-ETH provides a means of identifying medium and long-term adaptation needs and strategies. It mandates institutional responsibility for the effective implementation of NAP strategies and programs to address those needs in order to reduce vulnerability of livelihoods and landscapes to climate impacts focusing largely on droughts floods and cross-cutting interventions. With the NAP-ETH providing strategic guidance on adaptation Ethiopia remains focused on accelerating efforts to minimize vulnerability to the impacts of climate change through strengthening adaptive capacity and resilience vis- à-vis holistic integration of climate change adaptation into its medium and long-term development plans.

GGGI Ethiopia has received a funding for implementing a project titled “Building Capacity to Facilitate the Integration of the National Adaptation Planning Process in Ethiopia”. The projects goal is In line with NAP-ETH to pursue further integration of climate change adaptation in development policies and strategies including macroeconomic and sectorial policies and strategies at the national level as well as regional and woreda plans and strategies.
