Job Purpose

Officer Planning Monitoring Evaluation and Reporting has the primary task to support Federation-wide planning and reporting for the IFRC CCST – Djibouti and Ethiopia. This includes all actions to ensure quality and timely delivery of Emergency Appeal DREF and other programming (as needed) planning and reporting documents (Federation-wide reporting requirement revisions operation updates pledge-based reports and others) as well as monitoring and evaluation.

S/he will work with National Societies in Djibouti and Ethiopia; counterparts in the IFRC Regional Office to improve PMER capacities which ensure the compliance with IFRC PMER standards and NSs needs in planning monitoring evaluation and reporting.

The position will be part of the IFRC CCST – Djibouti and Ethiopia; and report to the Head of CCST. S/he will be based in Addis Aba will also be the potential for international travel to support SRCD; and to participate in internal and external meetings on behalf of the CCST. The PMER Officer will also participate in wider Regional PMER networks and resource groups as needed

Job Duties and Responsibilities

Planning

  • Input into the preparation; and as necessary revision of Federation-wide Emergency Plans of Action (EPoA) to ensure interventions of IFRC ERCS SRCD and pNS are relevant to the changing needs priorities and situations in the respective countries.
  • Support ERCS and SRCD with the preparation of COVID-19 Response Plans and Vaccination Plan; and ensure they are made available on the IFRC Go Platform.
  • Liaison with Information Management counterparts in IFRC ERCS SRCD and pNS for data collection and verification to inform operational/program planning processes.
  • Initiation of data collection from ERCS and SRCD counterparts to inform proposal writing processes for donors and partners – E.g. DG ECHO USAID Embassies Governments etc.
  • Support IFRC ERCS and SRCD counterparts with the preparation of Country Plans EPoAs and other operational/program plans etc. as needed.

Monitoring and Evaluation

  • Leading the implementation of Federation-wide monitoring and evaluation mechanisms against interventions outlined in EPoAs including as appropriate: logical frameworks (objectives indicators and targets) monitoring and evaluation (M&E) plans indicator tracking tables (ITT) and matrixes to monitor outcomes outputs and activities.
  • Provide support to ERCS and SRDC in the development of data collection and surveying tools as needed including application of KoBo Toolbox.
  • Provide support in the development of Information Management products including use of Data Visualization software.
  • Work closely with the ERCS and SRDC counterparts – including engagement with Emergency Operations Centre (EOC) staff – to strengthen monitoring and review mechanisms to ensure capture information needed for situational reporting and operational decision making.
  • Ensuring that IFRC colleagues in the field team as well as ERCS and SRDC PMER focal point(s) other similar role(s) in the field are updated with all relevant operational decisions.
  • Assisting ERCS and SRDC in carrying out assessments evaluations and after-action reviews (AAR).
  • Support the application of monitoring and evaluation results within ERCS and SRDC operations/program as relevant.

Job Duties & Responsibilities 2

Reporting

  • Assisting with the set-up and maintenance of Federation wide reporting mechanisms systems based on IFRC standards.
  • Train IFRC ERCS SRDC and pNS counterparts on Federation-wide reporting mechanisms – this includes the Federation Picture ITT and Financial Report.
  • Preparation and delivery of all progress reporting for Djibouti and Ethiopia (Operation Updates Pledge-based Reports SitReps etc.). This includes ensuring coherence of the information editing and formats in coordination with the Africa Regional Office counterparts; and in compliance with the quality standards correct use of templates and timeliness to fulfil established deadlines.
  • Work ERCS SRDC and pNS to document the impact of interventions being implemented under response operations/programs – including outcome harvesting preparation of case studies/success stories etc.

Other duties and responsibilities

  • Contribute to the IFRCs coordination mandate ensuring the provision of Federation-wide support services to ERCS SRCD and pNS’.
  • Briefing of personnel deployed to support the CCST Djibouti and Ethiopia on Federation-wide PMER; and in relation to ERCS SRCD and pNS counterparts.
  • Support the CCST and sectoral teams with PMER duties in other emergencies (DREF and Emergency Appeals) as needed to ensure business continuity.
  • Maintain knowledge understanding and use of the IFRC planning monitoring evaluation and reporting systems and procedures.
  • Liaise with other PMER counterparts in IFRC Africa Regional Office and IFRC CCST – Eritrea and Sudan on the Federation-wide reporting mechanisms (specific to the Tigray Crisis: Population Movement Complex Emergency Appeal).
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

Experience

  • At least 3 years’ experience in programme and project planning (including knowledge of results- based or logical framework systems or their equivalent) – (Required)
  • Experience in report writing for a humanitarian organization – (Required)
  • Experience in coaching program staff in facilitating training and in selecting and managing consultants – (Required)
  • Experience in baseline endline and/or evaluation studies/research – (Preferred)
  • Experience in survey design and sampling (Preferred)
  • Experience in the use of data visualization software (Power BI etc.) (Preferred)
  • Familiarity with International Federation policies and guidelines (Preferred)
  • Experience with International Federation policies procedures and systems (Preferred)

Knowledge Skills and Language
