The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce. Since 1983 CIPE has worked with business leaders policymakers and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems democratic governance business advocacy anti-corruption & ethics and trade.

CIPE has an East Africa Regional Office in Addis Ababa with programs focusing on inclusive growth public-private dialogue anti-corruption governance inclusive digital economies and economic reforms. In Nigeria CIPE has a country office and implements a series of projects related to women’s economic empowerment anti-corruption and business ethics inclusive participation in trade opportunities and strengthening the voice of business in policy reform. CIPE projects are implemented in collaboration with local partners such as chambers of commerce business associations economic think tanks entrepreneurs and journalists. These projects are funded by the National Endowment for Democracy (NED) the Swedish International Development Agency (Sida) and other donor organizations.

Position: Program Officer East Africa Regional Office Reports to: Regional Director Africa

Scope: CIPE is seeking a full-time Addis Ababa based Program Officer for the Africa region. This position is responsible for managing part of CIPE’s current portfolio of programs in Ethiopia and Nigeria but might be assigned to work on programs across sub-Saharan Africa. The Program Officer is responsible for ensuring specific outcomes of assigned CIPE projects designing new programs and strategies developing concept notes and writing proposals supporting the efforts of CIPE staff with specific expertise in trade business advocacy on the enabling environment communications public speaking and writing.

Responsibilities and Duties

  • Contribute to the development and implementation of strategy for accomplishing CIPE’s objectives on improving democratic governance in Africa.
  • Design implement and manage a portfolio of projects and grants for assigned region supportive of CIPE’s overall goals and particular country strategies for target countries. Project responsibilities have the following dimensions:
    • Supporting greater private sector participation in trade agreements that include AfCFTA.
    • Analyze research and be familiar with the region’s political and economic landscape identifying opportunities around trade for CIPE added value and programming.
    • Conduct research in coordination with CIPE partners and teams in Ethiopia and Nigeria on opportunities to support the implementation of AfCFTA.
    • Supporting CIPE’s work on supporting good governance improving the business enabling environment in Ethiopia and Nigeria and supporting women economic empowerment.
    • Providing technical assistance and training to business membership organizations to improve support organizational development and sustainability
    • Lead project management as part of a team that includes field representatives and home office staff.
    • Develop donor concept papers proposals reports and correspondence.
    • Analyze both solicited and unsolicited project proposals in the context of the regional socio-political context CIPE strategy grant guidelines and criteria.
    • Identify potential partner organizations and beneficiaries’ in-country and collaborate to design effective democratic and economic-reform programs.
    • Work with partners to refine proposals monitoring and evaluation plans and project budgets.
    • Manage monitor and implement all project activities in collaboration with local partner organization.
    • Evaluate projects – through on-site visits file reviews and coordination with independent evaluators where appropriate.
    • Develop project reports summaries and assessments.
    • Design and implement market research studies.
    • Engage in public speaking at events conferences and meetings.
  • Establish and maintain relationships with other donor organizations to identify linkages with CIPE strategies monitor trends and assess new funding opportunities. Work with the U.S. State Department USAID SIDA and other assistance programs to develop joint projects grants and/or contracts to further democratic and economic reform initiatives.
  • Collaborate with multiple CIPE departments to achieve programmatic goals including Communications Grants and Finance Knowledge Management and other regional teams.
  • Supervise develop and manage junior program staff including Program Associates Program Coordinators and interns.

Qualifications and Skills:

  • Master’s degree (or equivalent) in International Relations Economics International Development International Business Law or related field required
  • Minimum seven years professional experience with project management trade government relations public policy market intelligence legal and/or regulatory reform.
  • Candidates with a background in economics business or political economy are strongly encouraged to apply
  • Demonstrated strong critical thinking and analytical skills
  • Fluency in professional written and spoken English. Fluency in other relevant languages including Amharic is a plus.
  • Ability to work in a team environment
  • Strong project management skills with experience in monitoring and evaluation
  • Strong understanding of Ethiopian/Nigerian and regional political economy
  • Strong writing communication and presentation skills
  • Demonstrated ability to develop establish and maintain good relationships with international partners and donors
  • Strong financial acumen and ability to develop manage and monitor project budgets
  • Attention to detail and ability to handle multiple tasks in a fast-paced environment
  • Ability to work independently with minimal supervision
  • Must be willing to travel for extended and multiple periods (as reasonable during Covid-19 and post-COVID 19)
  • Strong IT Skills in MS Office specifically MS Word Excel Access and PowerPoint
