Project Background

As a dual mandated organization, Save the Children (SC) is currently implementing programs/projects both in development and humanitarian contexts in all parts of the country. Migration Livelihood and Child Protection are among the key thematic areas where SCI is actively engaged to improve the wellbeing of children, family and community in Ethiopia.

Overall Purpose of the Role: The Project Manager will be the highest-ranking person who is 100% dedicated to the program, and therefore will be responsible for overall project management and implementation of the Ethiopia Migration Program in the respective location. The Project Manager will supervise a multidisciplinary team and ensure that all activities are comprehensively planned, implemented and adapted based on learning. The Project Manager will also be responsible in submitting quality reports, reviewing and revising project documents, fulfilling area-level compliance and coordinating with all partners and stakeholders engaged in the program.

The Project Manager will report to the Senior Program Manager (Operations) and work closely with the Sr. Technical Program Manager and the entire technical team.

Responsibilities:

Program implementation:

  • Oversee implementation of the project according to contract objectives, ensuring the programme meets or exceeds agreed targets, annual plans and budgeting processes for the programme with full accountability to Save the Children, project partners and to the donor.
  • Develop area specific program strategies for successful implementation of program objectives.
  • Identify and effectively manage due diligence and all associated key risks related to the programme in the implementation area.
  • Ensure that technical, financial, and operational activities, including reporting are carried out according to agreed milestones, donors’ and Save the Children’s policies and procedures.
  • Identify and effectively manage all key risks in the Area related to the project, including compliance with DFID, UK’s International Aid Transparency Initiative (IATI) and due diligence requirements.

Reporting and MEAL

  • Contribute to the development and documentation of best practices and their dissemination to a variety of internal and external audiences.
  • Coordinate with MEAL officers the data input and co-responsible for report writing for all narrative and program data reporting requirements.

Programme and Technical Oversight:

  • Provide technical oversight of all programming in the Area, ensuring achievement according to targets, on time, within budget, consistent with high impact quality programming and in compliance with core protection principles and best practices, and donor regulations.
  • Actively engage in incorporating learnings for programmatic adaptation.
  • Coordinate technical inputs from the consortium’s Technical Lead and Advisors with implementers in the field to maintain a high level of program quality.

Support Services:

  • Coordinate with the Senior Program Operations Manager and relevant support services functions to support financial and operational management of the program according to donors’ and Save the children’s standards for compliance.
  • Support the establishment of efficient and effective systems and procedures to monitor Payment by Results requirements and demonstration of Value for Money.
  • Assume full responsibility over the programme team, with direct line management over Managers as indicated above. Manage all team members and support respectful and positive working relationships for quality programme implementation.
