Project Overview and Role:

The USAID- and PEPFAR-funded and Palladium-led Health Policy Plus (HP+) project is supporting the Federal Ministry of Health (FMOH) Federal HIV/AIDS Prevention and Control Office (FHAPCO) and other Government of Ethiopia partners to secure the formal adoption of and implement its HIV Domestic Resource Mobilization & Sustainability (DRMS) Strategy. HP+ is supporting FHAPCO to engage different stakeholders on the path to formal adoption of the strategy by the Government of Ethiopia. As part of DRMS Strategy implementation HP+ is providing technical assistance to FHAPCO to conduct a willingness-to-pay/accept and ability-to-pay (WATP) study around the delivery of HIV services in the private commercial sector in Ethiopia. In addition HP+ is supporting FHAPCO to conduct a legal and regulatory assessment to understand how current policies could be revised to better align them with the objective of increasing private sector engagement in HIV service provision while ensuring that standards for quality and surveillance are maintained. The results from these two assessments will inform possible private sector engagement interventions by the Government of Ethiopia that can lead to enhanced choice and convenience for clients accessing HIV services at high-volume public facilities to instead receive services at private facilities whether higher clinics or pharmacies. HP+ is seeking a qualified consultant based in Addis Ababa to serve as the in-country lead in supporting FHAPCO to implement these activities in close collaboration with the FMOH and the HIV Resource Mobilization and Sustainability Task Force (led by FHAPCO) as well as the Ministry of Finance and Economic Development regional health bureaus/HAPCOs and other partners. The consultant will be asked to work from their own home or office or at FHAPCO’s office. Local travel will be required to attend meetings and conduct interviews and data collection.

The consultant’s period of performance will be March 1-August 31 with the possibility for extension.

Applicants will be evaluated based on the following evaluation criteria:

Experience: 50%

Technical Expertise: 35%

Primary Duties and Responsibilities:

  • Organize facilitate and prepare presentations for workshops and stakeholder meetings with government partners USAID implementers other cooperation agencies and public institutions to present and develop consensus around strategies for sustainable HIV financing and policy proposals.
  • Organize facilitate and prepare presentations for advocacy meetings and workshops with key stakeholders involved in the formal approval of and implementation of the DRMS Strategy
  • Support the legal and regulatory assessment through targeted key informant interviews and contributions to the final product
  • Incorporate revisions into the Amharic version of WATP study instrument targeting PLHIV following the field pilot Work closely with the data collection firm throughout the duration of the WATP study including facilitating the field staff training and the field pilot
  • Ensure and foster teamwork and support government leadership
  • Assist with production and presentation of interim and final products including Excel spreadsheets and PowerPoint presentations
  • Provide regular updates on progress and issue/delays to FHAPCO and HP+
  • Attend meetings related to the project as required by his/her HP+ supervisor and/or the FHPACO program director
  • Support any additional related tasks as assigned
  • Observe all administrative and financial policies and procedures established by Palladium HP+ and USAID

Required Qualifications:

  • A minimum of a Master’s Degree in economics health economics public policy public health or a related field. Master’s Degree or higher preferred
  • A minimum of 10 years’ experience in conducting research and analyses on health policy health financing health governance or related topics at the national and international levels
  • Significant experience working with FHAPCO and the FMOH on HIV policy
  • Experience working with HIV stakeholders in Ethiopia including development partners
  • Experience drafting and supporting the development of funding proposals and bid related to public health and HIV
  • Significant experience in the field of HIV/AIDS particularly in analyzing HIV costing and financing data
  • Experience conducting and supporting quantitative and qualitative studies and assessments related to HIV
  • Experience conducting key informant interviews
  • Fluency in English and Amharic
  • Strong facilitation skills
  • High degree of proficiency with Microsoft Office Suite (Excel Word Powerpoint etc)
  • Flexibility adaptability and resourcefulness
  • Familiarity with the Ethiopia health system and how it is financed
  • Knowledge of HIV and the epidemic in Ethiopia
  • Ability to meet tight deadlines and attention to detail.
  • Excellent interpersonal and communication skills

Preferred Qualifications:

  • Experience working with high-level government actors to develop consensus around budgetary priorities or policy proposals
  • Prior work with USAID the Global Fund or other international development partners highly desirable
  • Demonstrable experience in working with a high level of independence to produce high-quality timely deliverables
